Sad, but these reforms remind me a lot of CUBA! Only put into action when things are really, really bad but as soon as the people can survive, the hell with reform and back to the dictators controlling EVERYTHING!

If only the NK government would just fold up and SK could take over how quickly NK would improve by decades. But nope, the old fogies still want to cling to power...
