Hopefully, the letter is an invitation for a full state visit at least to let us see Democrats heads explode.

The private meeting wasn't enough? Why would he need to send a personal letter asking for his cooperation again? Since we have learned that Dump does trust technology, and he and his administration lies a lot, that letter was probably Dump asking Putin for help with either the collusion case or upcoming elections. Unfortunately, Rand Paul just became an asset for the FSB and Dump.
This wasn't suppose to be heard by the public, but it all makes perfect sense. Only the Republicans attended the Moscow meeting July 4th 2018??..........
In a private meeting with Republican colleagues last year, House Majority Leader Kevin McCarthy commented that then-presidential candidate Donald Trump and California congressional colleague Rep. Dana Rohrabacher (R-Huntington Beach) were being paid by Russian President Vladimir Putin.
“There’s two people I think Putin pays: Rohrabacher and Trump,” McCarthy said in the recording of a June 15 exchange obtained and published by the Washington Post. At that point, House Speaker Paul D. Ryan (R-Wis.) cut off the conversation and swore those present to secrecy.

Depends on how the letter was written. Besides, I'm sure that simple things like letters (even by the president) are looked over in order to make sure no national security issues are created.
