This dovetails with their parallel narrative that all or almost all of the cruise missiles and drones are shot down.

If you target a city with civilians in it, and the debris falls on civilians in that city, then yes, those places and people were targeted.

The missile/drone was on the way to the target and was "shot down"- causing its intended path to be interrupted and damage/injuries in areas that were not the target.

OR....they were in fact not shot down at all, that entire "we shoot down 100%" narrative is a lie and those places were the targets.

Ukraine has no land, no port, no facilities on the Crimea/Kerch side of the DMZ, so the only way any boats could have gotten to Kerch was to have crossed the DMZ.
