That would be much too risky for him, if any single one of the cronies had easy access to TNT and then might also use it against him for whatever rage, animosity or political reason. Also they keep the Wagners in check by other methods, sending them in as cannon fodder and drying them out with less newbies and ammo at the frontline, giving only the necessary minimum.
