That looks distinctly home made. If I lived near the border, I'd be sending better ones North than that to snap some footage and deliver memory cards with kdrama/kpop on. You don't have to be a government to mess with a dictatorship. SK should release the schematics so we can see what level they are at.

The US Army has been testing some really advanced and inexpensive counter drone systems. It might be time to test them in an operationally relevant environment.
