Last I checked a good number of Asian, African and Latin American countries sit at similar latitudes.

I think that's true if you want the orbit to go round the equator. But if you want a polar orbit, I've read it would be most efficient to launch from the poles. It seems a little complicated.

Attempts at using civilian shell companies to infiltrate NZ and use its location for enemy military uses against NZ and/or its allies. You must be slipping if you didnt get that. The article was quite clear, even if you dont believe it.
