This would do absolutely nothing to help the economy and amounts to nothing more then socialism and class warfare.

So you say. War has already been declared on the American middle class. It is high time for them to fight back.

For companies that are shedding in total hundreds of thousands of jobs per month, cutting payroll taxes will do little to help the situation.

The problem with the numbers you threw up is obvious, since you simply pulled them out of the air to suit your purpose. A company with 200 full-time employees making $125 million a year in revenue is very likely, according to averages, to devote about 40% of that, or $50 million, to payroll. If executives represent 5% of the company and they are given $10 million (or 20% of total payroll) of that, that still leaves $40 million, or an average of just over $200,000 per employee in salary. Of course there would be a scale, but for most employees this would bring them FAR more than the "extra 100 dollars" you claim, and far more than any cuts in payroll taxes. If the average exec is making $500,000 in salary, a 15:1 ratio would mean that the lowest paid employees would make around $35k. The average employee would likely make far more than that.

The problem is that the slices of the pie taken by those who wield the knife have grown larger and larger, while those at the bottom get less and less.

Cutting payroll taxes has the severe negative impact of not being able to fund the things, like unemployment and disability insurance, that are required to keep a safety net in place. Remember, it is the poorest people that you talk about which are the ones who proportionally lose out on jobs, and get no income at all.

First, as I have mentioned before, have the government establish a set ratio for executive salaries pegged to the average salary of the lowest level employees within a given company. Reward companies that adhere to the standard by making them totally exempt from paying any corporate taxes. Tax like hell those companies that do not adhere to the standard.

As I said, the very best solution to your problem is not cutting exec salaries, but rather cutting payroll taxes. The whole problem with the class warfare arguement, is that when a companies payroll is a 2 billion a year, and exec salaries are only 100 Million, cutting that 100 million to say, 10 million would employ only a small fraction more people, or just slightly bump up the employees salaries. Giving people an extra 100 dollars or so a year in their paychecks, at the expense of having good people running the company is not the way to go. You can say that execs earnings are bloated, and you would no doubt be right. But as long as the company is profitable, the boards will continue to give these salaries to people who are more then happy to get paid lots of money. As long as the companies are profitable, no one really cares apart from the class warfare people.

Getting back to the issue at hand, cutting payroll taxes would mean that the poorest people in America, would keep more of their money every week. Rather then paying 1/3rd of their paycheck to the government every week, cut it to 1/4th. That would provide a direct stimulus to the economy that democrats are supposedly looking for.

You are close to the solution, but here is the problem with your statement: By "their money," what you mean for the vast majority of people is the money allotted for their work as determined by those at the top, who end paying themselves vast sums that are completely out of proportion to their value. People who believe that a free market system is at work here are totally deluding themselves.

If putting more money in the hands of more people can spur the economy, and I believe it can, then here's a much better and sure-fire way to accomplish it:

First, as I have mentioned before, have the government establish a set ratio for executive salaries pegged to the average salary of the lowest level employees within a given company. This would have the advantage of not being a government bailout, and the increased incomes of more workers would contribute back to the tax base as well as spur the economic growth the you claim having people with more money to spend will do. Having the extra money show up in regular paychecks, rather than irregular government stimulus checks, will do more to restore consumer confidence.

Do you think I haven't been criticizing the same spending you mention? Do you think I haven't been critical of Bush for implementing the biggest entitlement program since the 60s?

The republicans want tax breaks, but that isn't going to stimulate near enough jobs.

What would I suggest? Well, I'll start with what I wouldn't do. Hows that. I wouldn't just spend billions on new roads and buildings. That does nothing but stimulate one sector of the economy. Is everyone a construction worker? I wouldn't try bailing out the home industry either, as thats basically just trying to reinflate the housing bubble, and those kinds of policies have failed elsewhere in the past.

So, what would I do? Tax cuts. Yeah tax cuts for both corporations and individuals. Starting by cutting the payroll taxes. This would have an immediate impact on those most directly affected by the down-turned economy. Cutting the capital gains tax would have a huge stimulus on spurring investment. To put it simply, cutting taxes is the one thing that would truly spur the economy, allowing more people to keep their money. Money that would get spent in stores, invested, or put into banks which would then invest it themselves. Cutting corporate taxes on things like ranches and farms would reduce the costs of food, further aiding those who are most hurt by a negative economy.

Spending a billion dollars on a school lunch program while admirable, isn't really going to spur the economy. Likewise 50 million for the NEA is wonderful, but again not something thats going to provide jobs. The best thing the government can do in a stalled economy, is get out of the way. Lower regulation, lower taxes, is like lightening up on the economic brakes. Throwing money away for nothing like is happening with the Spendulus bill is claiming to be doing something, while actually doing nothing.

Once it passes, hopefully congress will get back to work and then pass a stimulus bill. One that actually addresses the economy, rather then one that pours almost a trillion dollars down a rathole.

The last Fed Chairman stated we needed to act quick, and what happened? the money was misspent and did not trickle down to those who need it. The next time you go to your local mosque for Saturday prayers, tell me who some "mouth breathing" American in the middle of Iowa is depriving you of your lands and rights, and it is jutifiable to go blow up the nearest bus or shopping market to get your point across. The US is not the only entity around that uses mass media to get its point across, so it should not be accused of causing fear.

I'll say it again, I wanted the Rep. under Bush to take a closer look at the first stimulus bill to make sure we got it right, just like I want the Obama Administration to do the same thing. Nothing against his political beliefs, but let's just think this through. Amazing how everyone says that American usually "shoots first and ask questions later" in our policies, but when some want to slow down and think this through, we are vilified as being against the program (that occurs on both sides of the political spectrum).

As far as Facism goes, go find an elderly person from Italy or Germany from the WW2 era and they will tell you how much they enjoyed life then under that kind of rule.

The problem with tax cuts is it casts the problem as one where high levels of taxation make it unattractive for business owners to expand production. In fact it's weak demand that has caused them them to reduce output, be it airline flights or flat-screen TVs.

As for the average household, level of taxation is probably far less a concern than accumulated debt. Any money Uncle Sam gives back will be used to pay down existing debt which won't stimulate the economy.

So that leaves the government as the source of stimulus. Rising levels of national indebtedness is certainly a concern, particularly after the five trillion the previous administration blew threw with nary a peep from some of those now belly-aching the loudest. Yet to do nothing will almost certainly result in deeper economic stagnation which will force Uncle Sam to continue to run deficits.

Spendulus will do next to nothing to boost the economy. In point of fact, it will likely have the opposite effect, as the addition debt burden without a coresponding push, will have a negative effect. So thanks to the wonderful Dems, I suspect the recession will turn into a Depression.

The republicans were so there when george bush wanted to give away $4Trillions to the top 1% of the population, and it just went out as a monetary reward for being rich.

But when Barack Obama wants to correct what the republicans were so responsibile for and spending money to bring us into the current future, the republicans are so conscience minded. They are hypocrits.

Here I am not interested in offending people or middle class. My intention is to define the negative root of the one who is trying to break down the bill. Imagine the political power who periodically owns largest military force and largest economic structure is shamelessly playing brain game with people and effectively manipulating media power to maneuver public sense of focus. Not so long ago this same power has led not so supported war outside of its own territory by hurting own millions by kicking them out from their own houses not to mention millions of kids in that same largest economy is uninsured. So my idea is I cannot define that as HEAVEN or HYBRID DEMOCRACY or TERMINATOR 5 so my current closest verbal choice is fascism.

Asara, you need to take a quick course in U.S. History. Here is today's quiz, what does WW1, WW2, Korean War, Vietnam all have in common? When they began fighting, there was a Democrat in the office of the President. It was even President Eisehnhower (Rep) who warned America of not becoming too dependent on the "Military Industrial Complex."

As far as a somewhat brainwashed "middle class" American, I ask you what are we supposed to do since you seem to have all the answers. When you say

If the stimulus bill is to be any good, it must have provisions to make sure that my hard earned tax dollars are not just "pissed away" on things that will not bring relief to those people and industries that are suffering. Not being wasted on crap that is not needed.

Traditionally Republicans have close ties with defense contractors and any big dark industrial powers hence causes all types social mess directly and indirectly when they take the power.

Asara, the whole big push to "contract out" military jobs to the civilian market really got going on strong under Clinton's (i.e. Democrat) presidency. Case in point, the Navy got rid of most of it's Combat Logistics Force ships (i.e. supply vessels, sealift ships) and they went from being USS and military manned to USNS (United States Naval Service) and civilian mariner manned. What this means is that now instead of the Navy having to build a supply train that goes along with one active duty person, they just hire contractors and if they need services like health care, and other things, their company or the individual is responsible for paying for it themselves and not the Navy.

So you had many people leaving active duty, going civilian and doing the same job but getting more pay (true they had to pay for thier own health insurance and housing but this was the 90's and all they were seeing is the fatter paychecks in hand).

True enough this did continue under Bush (just look at waht Haliburton/KBR is doing in Iraq now, the same jobs that soldiers used to do), but to say that this is a Republican phenomena is false. Both parties are to blame.

I have looked at some of the provisions and I do like the fact that there will be provisons for longer unemployment insurance, but do we really need a gangster musem in Las Vegas as an economic stimulus (it was in there)? Even some CEO's who did receive the first round of bailout money have said let's take our time and do this right.

One other thing, listening to the Today show on NBC (not a huge Bush/Republican favored network) they said that the costs of this bill will be more than the cost of the war in Iraq (since we have been there in 2003). I knew that the Dems hated the war spending, but I didn't believe that once they got the chance, they would go on their own spending spree.

This stimulus package is directly intended for middle class recovery thus in long term would cause a lot us of headaches for republicans. With more healthier social infrastructure and better equipped education they can no longer brain wash middle class and pump their tax money into giant industrial powers to generate their mess that is why they are so desperate to lower any significance in this bill. I would say that in 2 years the middle class would turn totally ready to re-elect democratic party for more better social conditions rather than any gop war driven fascist society thing.

I'm truly amazed at how many people seem to want to defend this boondoggle that Obie is peddling. Wake up and smell the deficits. Instead of actually stimulating the economy, this spending 800 billion dollars and getting nothing in return. Oh, some buildings will get built, a couple parks as well. But stimulating the economy. We did that. The capital gains tax on home sales was abolished in 1997. It played a role in the housing bubble as people poured money into real estate. Buy a home, do a quick remodel, sell it and pocket a tidy profit which you didn't have to cut Uncle Sam in on.

By itself, the change in the tax law did not cause the housing bubble, economists say. Several other factors — a relaxation of lending standards, a failure by regulators to intervene, a sharp decline in interest rates and a collective belief that house prices could never fall — probably played larger roles. But many economists say that the law had a noticeable impact, allowing home sales to become tax-free windfalls.

Junk this Bill.

Get a real plan for long-term Economic Recovery.

Freeze all Government spending with the exception of Social Security and Veterans programs.

Abolish the capital gains tax. Let people invest there money again and not be penalized for it. We need venture capital and we need it now, and we don't need it in the form of Government grants which are just handouts. We need it from people willing to invest and will actually hold the company accountable for a return on it if they are willing to put their cash there, not Uncle Sugar who if it doesn't work out will also be there with a bloody bailout.

Cut the Corporate Tax rate to 12.5 percent to match Irelands, from the current 39.5 percent. Get business to do what it does best, produce stuff and hire people again, instead of taxing the hell out them and watching all that excess capital flow into tax shelters and loopholes.

Fix a percentage of the budget each year dedicated to going only to pay down the debt.

Do the above.........Sit back and watch America do what she does best. Harness the power of her peoples creativity to make stuff again. The stuff that all the world wants. The legends of the stuff like Windows, McDonalds and Levi's that got started because of an Idea and the willingness of investors to back em when they got started.

Obama wants to get this bill signed, and these clown republicans give the PEOPLE a hard time. Eight years of incompetence, and blunders, and they still think they run the show. I was not too happy to see a plane ticket I had bought in November now costs 50 percent less. On the other hand, I still have a job and can therefore contemplate a vacation.

It's clear we're entering a period of deflation which, once set in motion, tends to reinforce itself. As incomes fall in the face of a depressed economy, the debt burden which households have acquired becomes more difficult to shoulder. Meanwhile, business investment falls on the expectation demand will not pick up.

I suppose I should feel fortunate the flight hasn't been cancelled! The point being, deflation becomes a vicious circle which will not right itself without outside stimulus. I don't know if this package will do the trick, but I know doing nothing is not the answer either.

I wonder how long it will take to pay off the bill for this? I bet an economist could figure it out, oh wait, I am so lets crunch the numbers shall we? The average working adult makes $50000 a year, the workforce is 154.5 million but after factoring in unemployment of 7.6% that leaves us with 142.9 million. So after taxes it would take the entier working population about 8 months donating every single cent to pay it off, or in laymans terms its going to take decades. Keeping in mind that just to pay of this one particular bill and not counting the ones that came before it or the ones that are going to come in on its coat tails. Because mark my words this will not be the last and it probably won't be the largest.

I think US Republicans are horrifying 21st century fascist power that support any evil acts. Not so long ago they rejected low income family children insurance bills which a few days got passed by opposing side.

As I said in a similar post, I am waiting to see how these so called "construction jobs" will pan out. I remember all ready that former Clinton Laber Secretary had made statements that when jobs are created, they should not just go tothe "white construction worker" (by the way I am not white) but to others. I hope that this is not the door that will bring back another flood of illegal aliens that will put a burden on states (just look at California and their budget) to provide government assistance, school costs, etc.

But, I will wait and see. I know if I get a rebate or tax cut, I am not going to spend but just pay off a few bills, and keep the extra in my pocket for another rainy day.

Stimulus package, when finally approved, will not flow into the market tomorrow, next week or next month. The earliest is most likely in December of this year. The approval of this stimulus package may boast the stock market of the US and the whole world momentarily. Nobody knows yet as of this time if the momentary good effect to the US and the world market could be sustained and be the starting point and the driving force toward the recovery. The 3.6 million unemployed Americans (and more coming)who have not experienced yet on how to live day-by-day with money just for the very basic needs, or have not yet experience like squatters/homeless may be already dead socially and economically, if not literally, when the actual money of the stimulus package arrive in later this year or next year.

With the national debt of the US amounting to 10 trillion dollars already, if this stimulus package cannot revitalize the economy, this 10 trillion will likely to grow, in which two or more generations of still yet unborn Americans will have to pay.

I hope, the US will not imprint treasure-notes/money without the actual gold equivalent because everybody now knows how the economy of promissory notes, stocks/bonds could vanished overnight just like a bubble quickly gone in the air.

A huge waste of money. Add this to the TARP and the country has added an unprecedented amount of public debt that will drive up interest rates and be a drag on the economy in the long run. Obama has been very partisan in allowing Pelosi and Reid to cram this turkey through Congress on party line votes. The public is against this hugely wasteful spending that will only further the goals of the Democrat party and will do nothing to help the economy recover. We would be better off allowing the business cycle to run it's course and refrain from drowning the nations future under a sea of red ink.

USA economy is being helped by TARP.

TARP should become a bank/finance company .

TARP also should traded in NYSE.

CNBC anchor people ,also ask for TARP to be traded.

Whats sad, is knowing that the vast majority of the money in this bill is just being wasted. There is only about 100 billion worth of real stimulus in the bill. If they truly wanted to stimulate the economy they could easily do so by cutting taxes. For example, slicing payroll taxes for most Americans would directly impact the entire economy and provide a massive boost across the board. Most of whats being done here is boosting the corporate construction sector. And since most American's aren't construction workers...

Even those who aren't can't immediately be redeployed from the housing sector since the skillsets involved in corporate and heavy construction projects for the most part don't carry over.
