I think beaches, highways and major bridges were closed due to high winds and high waves, and not due to a SOE.

Are the beaches closed in Okinawa due to a SOE?

Typhoon In-fa is the same typhoon as hit Okinawa last week that we call Typhoon No. 6. "In-fa" is an international designation but, since no one here is familiar with the international system of typhoon's nomenclature, I suggest a parenthesized "No. 6" be written beside "In-fa", as "Typhoon In-fa (Typhoon 6)" for Japanese readers of JT to easily identify it.

So while Zhenzou is flooded with horrific drowning numbers and a typhoon is on its way, emperor Xiping is in Tibet, posting staged photos of Tibetans adoring him. The arrogance is astounding.
