Kim knows nKorea's ancient Russian jets and his own broken down tanks and ships would be easily overwhelmed by superior ROK and US forces...so he rattles his nuclear and chem/bio weapons - the only thing he has...

But he also is aware that if the balloon went up, he'd be first on the target list along with every one of his palaces and bunkers...

China and Xi know this - so while they condone Kim's antics, they would forbid any war - knowing nKorea would be easily rolled up and a large, strong, democratic ROK would be on its border...

Pointless posturing by both North and South Korea. As a war here would not be limited to the Koreas but include their superpower sponsors, both Koreas can make noise that means nothing.
