I think this is an excellent decision, churches should be treated the same as any secular organization. Exactly the same. As in, they should pay taxes, just like the rest of us. The only exception would be in cases where they create a charity that, like other charities, has to open its books and undergo audits and compliance checks.

Not convinced there is any meaningful difference between an organization using state funds, and an organization that is tax exempt and therefore subsidized by the state.
