She is transparently disingenuous: as a Burmese she knows quite well that, when necessary, the ethnic minorities in her country have often had to use violence in order to protect themselves from the horrific attacks and ruthless depradations of the fascist Burmese military. There is no way to excuse her hypocrisy common to all government people who like to play the victim and accuse anyone who defies their laws and orders as "terrorists". Governments always resort to this same lame justification for the violence with which they terrorize citizens (Hong Kong is a recent example). History will not absolve her.
