I don't think it is a full surrender, and it seems that he's stressing the maximum utility by going in the middle between open Sweden and locked down countries. The latter lockdown model is also coming into critical review over its effectiveness. All the same, political costs turn out to be higher than expected.

Rate is the same as Europe, but citizens didn’t have to suffer severe. mental distress, domestic violence, alcohol abuse, malnutrition, job loss, rent eviction, dangerous complications of existing or undiagnosed medical conditions, obesity, bankruptcies, unemployment, state privacy invasions, arrests, fines, imprisonments, emotional/sexual disfunction, fear, uncertainty.
