There's no winner here. ACA/Obamacare is still the law of the land, and the cost of healthcare, deductibles, and fines are still rising. The voters reduced the number of elected Democrats because they are angry over the passing of a bill that wasn't read, complete, or understood. They couldn't keep their existing health plan, or keep their doctor. Leaving ACA/Obamacare in place will probable cost the Democrats more seats in 2018.

You see this sort of thing happen in other countries as well. When a party builds its popularity on the protest vote and then wins power, they often start off terribly. They can't keep protesting against the former government (though they'll try) because they now have the ability - and the responsibility - to run the country. Too many people in the Republican Party have staked their political careers on protesting against Obama and Obamacare in its entirety. Now that they have to come up with an alternative, they can't. Some Republicans want to create good policy that will make the country function better, but some have blustered so much hot air on the topic for so long that they'll block anything. Time for a strong leader to step up, side-step the blockers, and try to appeal to anyone (regardless of their party affiliations) on the grounds of good policy. Of course, you have to start with a good policy first. Until, nothing will improve.

Trump pulled out his trump card by forcing his Republicans into account for a vote and even threatening them with an ultimatum (vote for it or face his wrath) - and he still couldn't get enough of his own Party to side with him

His deal-making failed on this. There is no Plan B (or is that just another deal-making tactic to force people to vote for Plan A or nothing?) As President, Trump has not closed any deals yet (his immigration is still in the court process) - this was his first big opportunity to close a deal

They had 7 years to the day to plan for this, and they still couldn't manage it. Even the Democrats got enough of the far-left, who think Obamacare doesn't go far enough, to vote for it (that deal-making did not fail)
