The thing that made people laugh was the disconnect between how little the world perceives Trump's administration to have actually accomplished, and his claim that they have accomplished more than any other administration in the history of his country. For world leaders to have been laughing 'with' Trump, it would mean he had made the claim knowing that the reality of what his administration had accomplished differed greatly enough from the claim so as for people to laugh at the disconnect. AKA having a laugh at one's self, or self-deprecating humor. However, if Trump made that statement believing that his administration really had accomplished more than any other, then his lack of understanding of the disconnect would mean that he wouldn't see the humor in his statement, and therefore the world leaders would not be laughing at him, but rather with him. The only way the term 'laughing with' could be applied would be if you take the global leaders laughing at the absurdity of his statement simultaneously with his laughing nervously at being laughed at, to mean they were 'laughing with' each other.
So either the world is laughing at Trump for not understanding the disconnect between what they see and what he said, or Trump is laughing at himself for clearly not accomplish[ing] more than almost any administration in the history of [his] country.
Personally, I'm more inclined to think the world was laughing at him, not with him, as Trump has pretty much zero history of self-deprecating humor, and a long history of claiming that his administration has accomplished more than any other. It seems much, much more plausible to me that he was making that statement in seriousness, without realizing that that the disconnect between his perception and the rest of the world would cause a laugh.

Regardless I think there is no doubt they laughed at him the first time.
This was not the right venue to give a speech the way he did as it is not a campaign rally. If he wanted to say the economy is doing well then that is fine but I do not think he needs to take credit for it and make such statements in that venue.
One of the major reasons I think he should not hold that office is his inability to control his communication (spoken, Twitter, etc.)...

I watched the speech and it was clear they took what he said as a joke and acted accordingly. He mentioned that his administration was the most productive one in the history of the nation. Normally that kind of hyperbole is taken as a joke. When Trump says things like that, he's usually serious.

The ideology that patriotism is vastly more important than globalism is so short sighted, he has no idea the reasoning behind why diplomacy and globalization is important, and obviously, neither do his supporters. Globalization and international institutions like the UN being the opposite of patriotism is a straw man argument. The intent of international institutions is to better relations for the entire world and help each country within a framework of world problems such as global warming, destabilizing conflicts and human rights standards as intended missions. It has little to nothing to do with a nationalistic viewpoint that Trump thinks is being undermined by the UN. The UN isn't perfect, and truly there are areas, such as int'l criminal court rulings that need improvement, but it is nowhere to be found where Trump has any plan to implement positive change(obviously, he can't do it, because he never has a thought out plan based on critical thinking, he's incapable of clarity of thought), rather, he believes there is reduced US sovereignty because countries work together to care for the human race. That's just his 5 year old mind of bigotry, racism, and ignorance incapable of processing the importance of America's role in world affairs.
The US was respected and believed as the true leader of the world because she took world wide issues seriously, and believed in helping all of mankind, with good intent. Nowhere is this more true than with Obama, as president. Now, with a weakling president who hides his head in the sand to avoid factual issues such as global warming, and fears such things as global competition in favor of tariffs and protectionism, the US is what it is, a laughingstock, when its president thinks he is making a great speech based on his campaign obsessed style to a crowd of diplomats and world leaders who don't give a crap about his rhetoric, and they laugh at his ridiculous immaturity and stupidity, as Trump makes a total fool of himself, while he slowly erodes the respect gained by the US of being a world leader, into the lying mush of an idiot.

If you don't realize when America was the leader of the world, perhaps you don't really believe America was ever great, but the facts are that human rights and care for the basic needs of the world was very much a priority and a major reason for US greatness was because America was not a nationalistic, inward looking nation. Helping the world is looked upon as something leaders do, and America's intent was good till the Trump administration. It was never perfect, it can't be for everyone. Sorry, but I think you are just repeating the myth that is drummed into American heads from childhood to help keep the population compliant. It is not a widely held belief outside of the US. There is plenty of evidence to show that US motives have been less than pure, and that even when they were pure, they were wrong and destructive. Smaller countries are almost always pawns in some greater game the US is playing.

Sadly the entire article needs clarification.
Much of what occurred depends on the translator and what and how Trumps words were translated as well as the listeners prior exposure to Trump, his policies and their biases. The speech occurred soon after all of the tariffs were placed after leaving renouncing past trade agreements. Some benefited and some did not. So the reaction may have been a snicker or outright ridicule or a smile of satisfaction.
But as trump says it really does not matter as much as the contents of what he had said.
