FYI, the Security Classification Guide for the Original Classification Authority (OCA) of a particular classified document will state who is authorized to declassify that document. No one else is authorized to do so. Not even a President of the US. The President cannot even order the OCA to declassify a document. The OCA is required to adhere to that Security Classification Guide and to fail to do so is a serious felony.

It wasn't just Mr. Garland's call either. A Federal judge had to sign the warrant for the search. That implies the DoJ was able to show a judge sufficient evidence to justify a search. Considering the target of the search the evidence had to be pretty powerful.
