Well, the tonal, written composition, the vocabulary deployed, could be portrayed as a form of mocking political fork tongue. The use of the adverb, “somewhat” suggests, “sort of “. As“Rabid” but not yet foaming at the mouth.

To truly extend his little hands across the aisle Trump needs to testify, allow his admin appointees and others to testify, and release his tax info.
And stop his constant attacks on anyone who doesn't fully support him.
But his goal is to further divide the country, so he'll keep his hands pointing blame at otherguys for the deepening divisions he's creating.

Kim personally didn't say it, KCNA said it. It's their job to say stuff like this, they do it all the time.

Former VP Biden deserves our respect even if we disagree with most of his politics. He has mine.
Trump meant his tweet as a joke. Perhaps that is lost in translation to non-native speakers? Trump was not trying to protect a fellow American statesman with his tweet. It was a jab.

The media isn't very interested in Trump and Kim. Everyone has caught on.
Both Trump and Kim seem desperate. The both need a political win.
Both Kentucky and Louisiana governor races were won by Democrats last week even though Trump went to both States.
Next, Trump will try to distract with immigration and the Wall.
Anything to get people not talking about the impeachment hearings.

I suspect that name-calling means much more in NK than it does in the US.
Being called a "rabid dog" or any other sort of dog wouldn't mean anything to me. Dogs are loved in the US and not for food.
Calling someone an ignorant fool is 100x more insult than comparing them to a loyal animal with a disease.

On October 7, according to Oct. 8 JT, North Korea called Abe an "idiot". It called Biden a "rabid dog", adding, "Rabid dogs like Biden can hurt lots of people if they are allowed to run about,” further saying, “They must be beaten to death with a stick.”
It seems to me that bluff or bluster characterizes indigenous Korean culture, especially on the other side of the truce line, more saliently than other cultures.
