There is a lot more to this. The PM and President are bitter political enemies. The party of the PM was banned under the pre-Arab Spring dictatorship. Since they were legalized under democratic reforms they have done much better in national elections than the party of the President. That President has been threatening to suspend Parliament and fire the PM for a long time, before the Pandemic. The President is just using the Pandemic as an excuse to suppress his political opposition. This move will only lead to unnecessary tragedy unless this President comes to his senses and backs down.
