to my knowledge, a non American has never been president of the world bank.... it would be nice if the next leader came from another country so the focus is more on the countries needs rather than those of american banks

For those that wonder how obama makes a difference, its super obvious, but here is another example. Who did bush nominate? Republican party hacks and in the case of Paul Wolfowitz, a war criminal.

Of course Africa would like to head the World Bank. They are a prime recipient of 'development money' from the World Bank, so they have been getting a steady ration of golden eggs for decades (these eggs are then squandered through massive corruption btw). But what if they got control of the World Bank and ran it themselves? Then they wouldn't have to wait. They could kill it and get all of the golden eggs at once.

If Africa wants to run it, they should fund it.

The World Bank has always been headed by Americans, while the IMF has always been headed by Europeans. That's because of a tacit agreement between America and Europe to vote for the other's candidate, and both of them together have over half the votes. They have over half the votes because they fund over half the money in the World Bank and IMF.
