Well there are almost 200 countries in the world so thats much nearer the top than the bottom. The Scandinavian countries consume the most of course, but they're far too polite to tell us what to do.

Why not name the drunks? I remember a finance minister from a certain Asian country being drunk at a G7 meeting a few years ago, so I can believe that it happens.

Americans trying to push their coffee culture on everyone. When the diplomats are all running round with their XL lattes jacked up on caffeine instead of being mellowed out with a few whiskies we'll be in real trouble.
