Carter emphasized his hope that Russia will abandon what he called its confrontational approach.------------------------------------

The only country with a confrontational approach is the USA.

"Moscow is “going backward in time” with warlike actions that compel an American military buildup on NATO’s eastern flank." - article

Putin is taking advantage of the political environment while trying to stabilize his image with Russians.

Putin sees chaos and dysfunction in the US Congress and an exiting President as the perfect storm to grab bits and pieces while the fractured state of American political leadership promises soft power containment in reply to direct military operations Putin sponsors.

Putin can only rely on nationalism to silence the desperation of his own People. Have no doubt, Russia is in desperate straits herself.

Carter's logic: "how dare those nasty Russians place their country close to our military bases?"

I wonder what his reaction were if Russians did the same - establish military bases near US territory, let's say at Cuba or Nicaragua.

..saying Moscow is “going backward in time” with warlike actions that compel a U.S. military buildup on NATO’s eastern flank.

This is a deceitful statement.

The fact is that the West -- against Russia's strenuous objections -- is aggressively trying to expand NATO into the former USSR. In doing so, the West is threatening Russia's security and existential concerns.

That's why Russia's reacted aggressively.

In turn, the West is upping the ante by beginning to station troops on Russia's borders. The West's message is that Russia had better submit to Western aggression or worse will come.

This looks very ugly. The West is the antagonist here, not Russia.

Which country is expanding their borders?

U.S. defense secretary says Russia is 'nuclear saber-rattling'

And yet there is nothing in the JT, CNN, BBC articles about Russia even mentioning a threat from their nuclear weapons.

Super lib: Which country has invaded more countries in the last thirty years? The USA. I don't support Russia expanding their boarders but if any country has shown continuos aggression, it's America!
