Another example of the oxymoron "military intelligence." As they say in the movie industry, "You can't write this kind of farce."

The EU is weak. What's the shocker?

Merkel's govermenment acts like it is outraged at the U.S wiretapping for wiretapping them. But if a U.S. diplomat is wiretapped/bugged, then it's alright to use that confidential information in public and fake outrage again.
Their fake outrage is for domestic consumption, because only those people are gullible enough to take all that fake outrage.

How does it feel being bugged? Bad? You do not like that? NSA, PRISM, Snowden, remember?
The pot calling the kettle black.

Whatever goes around, comes back around. Beyond the issue of bugging diplomats phone conversations, US foreign policy is a disaster, and the reason for this is that American diplomats are one step above the moron stage in human development.

Regardless of differences in policy, undercutting ones' allies is not a smart thing to do (see: Abe Shinzo). On the other hand, insulting them on an unencrypted phone using language you wouldn't want getting out is just plain stupid. The State Dept. dropped the ball on this one. I would hope that somebody gets fired for this.

The U.S. actually didn't really complain much about it (and so should all nations when faced with the same dilemma). They only pointed at Russia.
