As long the United States is always only "concerned" and "troubled" each time China asserts it's control over the East and South China Seas, China will continue to behave this way.

Obama got kicked around by Putin. Naturally, the reservation once was is now gone. China feels more confident and will be more aggressive because there's certainty that nothing will stop it now.

Just a brief glance at the map above shows China is out of its gourd with these territorial claims. They aren't supported by any international laws or conventions in existence and in fact infringe heavily on the rights of almost every nation their imaginary fairyland territorial border touches.
This is naked aggression on the part of China as it seeks to flex newly discovered economic muscles in the worst possible way, i.e., via neo-imperialism. China, still desperately struggling with some three centuries of the most profound national inferiority complex imaginable, wants to pretend it's the United States in function, but entirely without form. China's justification for most, if not all, of its territorial claims (some 13 claims at this point) seems heavily predicated on the idea that might does indeed makes right. Things are not going to end well for anyone if this continues.

As we the free world continue to support both China and Russia purchasing their goods and oil we have created the current arrogance and borderline agression displayed by both nations. All for corporate profits! Nothing more, personal greed.
We consumers can pick and chose where we spend our money. if you support China and Russia, continue purchasing their goods.
