In the UK it is lawful to keep ones face covered.This obviously negates facial recognition technology there.

"No EXPLICIT basis in law." and "if they had intelligence about a specific threat like an impending terrorist attack." These statements certainly sound nice, but terrorist don't wear uniforms, and their leadership has been calling for individuals to instigate random attacks. Knowing that a suspected person has entered a public venue could help police protect the public. Identifying suspects who were recently near a terrorist attack would help police apprehend the perpetrators.
