I noticed that Japan is on the list of air-bridge countries with UK. So who is going to be able to board these UK-Japan flights? Just Japanese nationals? So Japanese won't bring the virus to UK, don't need to quarantine, and won't bring the virus back to Japan? But for Brits living in Japan, they can only buy a one-way ticket out of Japan? Am I missing something here?

Yes, you are going one-way and not able to take a flight back to Japan Pukey2.

No, they clarified the “restrictions” at the end of June. Those with PR and existing visas will be allowed to return. But probably best to make a call before buying the ticket!

Those with PR and visas cannot return to Japan unless they meet ‘humanitarian’ guidelines.

Unless, 3 or 4 well defined criteria can be meet then there is no reentry into Japan.
Those are:
Funeral
Jury Service
Birth of a child or surgery.
For general purposes there will be a denial!
