Pretty much. Our conservative gov't threw its lot in with AZ from the start - it was "cheaper" after all, and it is being made here unlike Pfizer and Moderna. Then several members of the gov't (and their right wing media supporters) actively undermined the vaxxine in the public's mind. Add to that Morrison's mantra of "its not a race" about vaccination.
Basically, Australia should be 70-80% fully vaxxed by now, but is only just about to hit 40%. So much time was squandered while the federal govt endlessly talked up the brilliance of "the Australia way".
Do the hustle
The vaccination rate of 40% is misleading. The cities effected by the current outbreak have single dose vaccinations in the 60-70% range. The national figure includes areas with no infections and no need for vaccine. Australia is 30 times bigger than Japan with a sixth of the population.

Yes. Well they did move out of AV for no good reason except the public irrational fears for that vaccine, which did lose some time.
Yes. It was. But in this rare instance, it wasn't the Australian government being horrid. Or arrogant.
Supply is the cause of the slower vaccination rates in Australia and New Zealand. It isn't necessarily because they are at the end of the line politically, but because there was a less urgent need in these countries,.
Hopefully we can get these vaccines to all the world. The US seem to have hit their limit on rationality, let others have this lifesaver.

Why does a first world country have such a shortage of vaccines? It’s not money, so it must be due to the incompetence of those in charge.

There is no shortage.
When the Prime Minister announced plans for the vaccine drive way back, he predicted, on average, 150,000 doses a day and an October completion time.
Turns out that after a dodgy start, the average this week and really the last couple months is 250k a week.
Also turns out the program will be completed in November rather than October.
So after never ending 24/7 media nonsense and witch hunts, the program is completed reasonably on time (far more so than virtually any other project in Australia) and in fact will probably have a higher rate of take up than predicted.
Millions of words and thousands of articles later with all sorts of nasty commentary and state v state nastiness and what do we get in the final wash?
A delay of 1 month. If its not the actions of state premiers, its the circus that counts as media in this country that drag Australia down.
