If US sanctions are "not negatively affecting Venezuela" then why would the US bother to impose them in the first place?

Of course the sanctions will aggravate the crisis in Venezuela. That's exactly what the US wants to happen, so they can blame the Maduro Government for it when things get worse for the Venezuelan people.
