This is very normal. Some western countries e g. UK attempted to send African economic refugees back to Rwanda. And the British govt. will try again to win in the court.

Imagine being sent to a prison with no security cameras, where the people in charge can beat, rape, starve, enslave, murder you without any repercursions, where there is 0 access to lawyers, journalists, or family members, and any information leaked from the inside results in swift executions.
Now imagine if this prison had a name and a flag.
Hell on earth is what communism accomplishes without fail.

China might as well have executed these defectors themselves by sending them back to NK. For many it carries the death penalty.
The further the distances themselves from China the better.

North Korean illegal migrants have been a problem in China for years. Most want to cross the border for economic opportunity. The Chinese border area has a large population of ethnic Koreans. There are many first hand accounts that shed light on the issue. There is blame on all sides. I read this particular one which had a happy ending as she eventually escaped through Laos and ended up in South Korea, The Girl with Seven Names: A North Korean Defector’s Story.

North Korean defectors aren't looking to stay in China; they are merely in China as a passage on their way to Thailand, Vietnam, and Mongolia that provides safe passage to the ROK.
And China doesn't want North Koreans to mass defect because that would lead to the NK regime collapse followed by the ROK takeover.

I cant imagine the horror these defectors must have felt. In many cases they risk the lives if their families by leaving. Inagine if that ultimate sacrifice was all in vain.
