Just take a moment to think about how morally questionable this is. Wealthy western nations are withholding money that could help ordinary Syrians rebuild their lives, until a dictator (who Syrians have no control over) either steps down or is overthrown. How can any decent person justify making humanitarian aid contingent on a specific political outcome? Should people also withhold their UNICEF and Save the Children donations until Assad steps down? Let's not play politics with the lives of ordinary people who got caught up in this through no fault of their own.
