In the 2018 election, Putin got 56,430,712 votes, not 100M. 109,008,428 was the total turnout for that election.

The lack of open, political, debates is a real concern in Russia. Opponents get arrested, jailed, beaten ... or worse there.

Majority rule isn't always good, unless there are protections in the constitution which prevent the majority from having their way at the expense of all minorities.
