Canada has strict laws against this type of behaviour. If one is nude in their own living room and the curtains are open they will be charged with indecent exposure. He had no reasonable expectation of privacy either time he exposed himself. The current Canadian government likes to point fingers but have let numerous men including the prime minister off the hook for sex crimes.
