The Islamic State as a territorial entity has been defeated. The ideology of ISIS of course never went away and will not go away as long as fundamentalist islam exists. And no, Egypt is not its new base, and will not be as long as Al Sisi is in power. If Egypt gets another Muslim Brotherhood activist like Morsi, all bets are off.
