Vlad takes on the role of Captain Obvious. What do you want to bet that had this video not leaked, He wouldn't have said a word? The situation is probably a LOT more dire than he lets on.

I don't think the Russian govt is trying to harm their people in any way. They used proven vaccine creation techniques and they got a vaccine with that sort of effectiveness. But the medial world has moved forward with better, safer, more targeted, and longer lasting vaccination methods. At least it appears that way.
If I were in Russia with only the Russian vaccines available, I'd get those shots and try to travel to another country to get one of the mRNA vaccines as soon as it was feasible.
I'm fairly certain that all vaccines - those approved in Russia, China, Europe and elsewhere all limit serious COVID cases and keep people who do get sick out of hospital. I'd rather not see anyone, anywhere, on a hospital floor due to overcrowding. Nobody wants to see that in peacetime.
