You completely missed the nuance of the statement. It is possible that non-American members of the coalition have used white phosphorous while the Americans have not.

As someone connected to the US military for over 30 years I can tell you that phosphorous bombs went out of the inventory a long time ago.

Expect many more dead children as a result of chemical weapons, totally destroyed cities and millions of refugees fleeing to Turkey and then to the EU.

It looks like Putin is trying to soften everybody up through this declaration by implying that chemical weapons are about to be dumped (yet again) on Syrian women and children, so don't be surprised.

He probably is, but given all the WH confusion and fake news, the ongoing hiring and firing, things are so messed up in DC Trump's being kept out of the loop.

It could be the few remaining adults in Trump's administration are hiding Russia related papers and info from him while he's out playing golf, so Trump still thinks he's doing to do what Putin instructs.
