I kind of like the old Japanese system where you need a degree to get a visa.

There are equally serious problems with credentials based point systems (like those in Canada or New Zealand). People from corrupt third world countries can simply bribe their way to a masters degree while a bachelors degree is now out of reach for many people in developed countries as universities become a business and tuition fees spiral out of control. With a points based system you often end up with highly qualified surgeons and university professors from far flung parts of the world being allowed in, but then living on welfare or driving a taxi because they weren't able to find work in their field.
The reason the EU system worked quite well is because those who couldn't find a job simply went back home. They didn't have to pay huge sums to immigration lawyers and agents to get a visa and they weren't at risk of losing their right to work even if they went back and tried again next year. In points based systems people never go back home even if they are living miserably on welfare because they have so many sunk costs and usually only one chance to be granted a visa. There really is no perfect system.
