It reflects disquiet amongst the Australians about the way the Ardern government is running quarantine in New Zealand. NZ needs to tighten up its processes.

Or, disquiet about how New Zealand is, with most of the rest of the world, struggling to deal with new and more contagious forms of the virus. What would a Collins government have done differently?
Yes. And they have. For example, now people in isolation and quarantine facilities have to stay in their rooms after taking their 14 day test.
