According to local media, the first person arrested was a known troublemaker. He'd been in the care of a famous Foster Carer (who had been previously honoured by the Queen for their work in Fostering)

This has nothing to do with the Mayor. He has no say in how the police and security services act. I didn't see you blaming the Manchester Mayor for the concert bombing.
