The Court entered the order at the request of the Administration. The administration filed the request immediately after issuing the "new" ban. All the Court has done is agree to allow them to argue. Obviously, the "new" travel ban was issued for no purpose other than to add a couple of non-Muslim countries so that the administration could then argue that the first ban was not based on religion. Which implicitly admits that it was.
