When budgets are tight and the makeup of a country is changing due to outside forces, it is very difficult to keep heading in the same direction.

I wish the Finns all the best and hope for their continued success.

It's all about the coalition. 17.7 vs. 17.5 just means who gets first dibs to form a coalition government in a Parliamentary system.

Whoever gets to form the majority coalition gets control of the government.
