There are in fact two international coalitions that say they are fighting ISIS in Syria.
And both say that the other isn't really fighting ISIS, but using the claim that they are as cover for doing nasty things.
That the only place ISIS is still an effective fighting force in Syria is where the US led coalition has forbidden the Syrian lead coalition from going is a pretty clear indication as to which claims are credible.

I don't think the US military withdraw from Syria will not affect on continue fighting against ISIS because the US ground troop was a small amount but the US troop will still station on the Iraq. The important thing is the US must guarantee the Kurdish Army about Turkish Military won't attack Kurdish Army from the ground and Air. Also, the US and allied Air Force must air patrol above the Kurdish control area and warn Russian, Syrian and Turkish Military to avoid attacking and bombing of Kurdish control area.
