It's a troubling decision... I can understand it, since the investigation needs to be conducted without interference... and in that case, the UK should ideally be excluded too (but that would be hard to do).

I do not believe that the Brits have furnished enough evidence as of yet, to justify the stance that they have pushed Globally. Something is amiss, and only time will tell.... assuming we're all here to talk about it.

More countries abstained than voted against the Russian proposal.

These 17 countries sent a message to the UK, this isn't an open and shut case.

17 countries sent a message to Putin/Russia that they don't support this proposal.

Sergei Skripal and his daughter are Russian citizens. That is why the investigation should be joint.
