Congress does not simply toss $750 billion at the Pentagon and say, "Here! Have fun!" The spending is tied to specific purposes which Congress approves or rejects. And Trump instructing the military to build a concrete barrier on the southern border will be rejected.

And that's where he's a moron, because when you bully someone, they are only going to bow down if they are weaker than you.  The U.S. government is based on a balance of power among three branches of government which serve to keep each other in check. The legislative branch, the executive branch, and the judicial branch. Chuck and Nancy represent the legislative branch, while Trump and Pence represent the executive branch. All four of them are duly elected representatives of the people.

Probably not. Before a bill can land on the President's desk, it has to be successfully passed by BOTH houses of Congress. Given the nature of the next Congress, it's unlikely that many bills will pass BOTH houses of Congress.
