I would say in this case anyway, the Chinese government would in no way allow Trump to visit Tibet like the ambassador is doing. To the Chinese that would legitimize Tibet's claims of sovereignty and the Chinese are not going to give him or them that opportunity on the world stage, particularly while the two countries are in a trade war.

To me this is more a sign of China showing a good faith gesture to the US and this is connected, more than people think, to the trade frictions between the countries than anything else.
