I believe it was Thomas Massie, the Republican who often votes against things out of some concern for procedure or something else not related to the actual issue being voted on.
5 people also didnt vote at all, 3 Democrats and 2 Republicans.

In reality it will not make a great deal of difference either for suppliers or the region in China. It shows the US at least making the attempt to do something without actually interfering.
US companies may need to alter their supply chain a little to accommodate the domestic law.
No direct interference with China, but China will complain and threaten retaliation none the less.

So while Biden babbles on about his concerns about human rights when he does things like this, it's about as convincing as when Trump would babble on about his concerns for truth while, for instance, forcing whistle blowers to seek sanctuary in Russia.

Not going to happen with the current administration. CCP companies are back in govnt contracts, TikTok is free to blast CCP propaganda, the Confusious institute is back in universities, Hunter is selling magnificent paintings to CCP dealers at 6 figure amounts, the "green" programs call for massive supply of rare earths from CCP run mining sites, I could go on for pages. This is just empty words again.
