I did a little research and what little I did seems to have indicated this is true. If it is not please show me where to look (seriously...not trying to antagonize).
As the first two respondents said; The U.S. is going down the tubes. Banning words, speakers, etc. because someone's feelings may be hurt is nuts and sets a dangerous precedent.

Once again the Trump strategy kicks in. Make some new authoritarian policy, then disparage the organization to be affected by it, so that the followers won't question the policy.
Surprisingly effective. I didn't realize there were that many low intelligence people out there who are ready to blindly believe what they are told without researching it.

I don't know the complete background, but if you have to make budget proposals that will be decided ultimately by a bunch of pork-consuming, bible-thumping nutters, it might make sense to avoid rational terminology.

or
"In order to put the fear of God into the backsliders in our great nation by teaching God's rules for clean living and the salvation obtained through hard work and the power of prayer, we ask for $x million."
There may be times when it's more rational to appear irrational. After all, "He that is wounded in the stones, or has his privy member cut off, shall not enter into the congregation of the LORD." (Deuteronomy 23:1)

You're very right to say this is dangerous, even to imply it to be Orwellian.
I suspect however this has nothing to do with protecting anyone from having their feelings hurt. This is more consistent with the current administration's repeated attempts to destroy access to factual information that doesn't support its political agenda. Which is far more serious.
