Leaving aside precedent because the recent steps ball all involved have been unprecedented, let's assume that Kim will continue to "disarm." If so, he is demonstrating that what the DPRK was saying all along was true: There weapons have been for deterrent purposes only.
We are this far because Trump pushed the war games back at the beginning of the year and cancelled the most recent ones. By the US "backing off" a bit, the DPRK doesnt feel it needs such a powerful deterrent. Thus, the DPRK's previous claims of the weapons being defensive only have been confirmed.
Of course, the previous analysis had been rendered incorrect by the findings of the intelligence agencies that say the DPRK is not taking steps to disarm. This means Kim is using Trump for the tool he is.
