If their sensors and comms are successfully jammed every time one approaches some NATO or allied nation they will lose their value as an intel tool and the Chinese will stop using them. That is how I would handle it.

I read that one USAF base the balloon overflew put a big tarp over some outdoor fuel storage and the tarp had a big hand extending the middle finger painted on it.
