Trying to goad Ukraine into committing more forces to the area. Take his "complaints" with a grain of salt. Believe nothing the enemy says voluntarily. If they run out of ammo, so be it, they withdraw without any additional Ukraine force being needed than what is already being brought to bear. If not, then it is shown as a lie to try to gain some advantage.

Don’t worry, the other side also plays that idiotic war without or with only insufficient ammo. Go in your kitchen first and try to bake a bread without ingredients. That’s a good training to gain some basic knowledge and costs less money or victims.
