For how long? Kim resumed testing while Trump was President, and in all likelihood never stopped. He knew he had Trump wrapped around his little finger.

North Korea didn't create this on their own. Maybe it's time to stop pretending there is no other country involved in this and deal with it. Yeah it's the two neighbours from the north. Just look at KN-23. Or how about Hwasong-15? RD-250 engines, anyone? Tsyklon? Yeah, they definitely only cloned it, entirely on their own.

Start reading a website called 38 North and read some detailed analysis of what is really going on in North Korea. Most of the rhetoric one sees in the media and even moreso on discussion boards like this are just ignorant nonsense. Raise your hands if you were even aware that North Korea's nuclear facilities were badly damaged by floods? Raise your hand if you were even aware that North Korea had to basically suspend all their other major projects and build homes as fast as they could after some big typhoons left tens of thousands homeless? Nutrition isn't great in North Korea but they have managed to avoid the starvation of the 1990s. Raise your hand if you knew North Korea was short on money because it cannot legally trade due to US sanctions? They are trying to build factories to manufacture locally what they can no longer buy from abroad. All of this affects their nuclear testing and many other aspects of their military affairs.
The Norks also take American policy statements at face value. Mr. Trump told Kim the US would stop having joint military exercises with South Korean forces. The US and ROK halted the major exercises but continued having smaller local training sessions. The Norks viewed that as the US and ROK violating their agreement with them. We don't see that but they do. They expect the US and ROK to cease all training of any kind. Absent that they cut communications not just to the US but to Seoul as well.
