Under Tedros, the U.N. health agency failed to call out countries including China for blunders that WHO officials grumbled about privately, advised against mask-wearing for months, and said initially that the coronavirus wasn't likely to mutate rapidly.
Why do we want to listen to this non-medical doctor on these matters?

Because the being a medical doctor do not confer any special ability to administrate public health or evaluate scientific and epidemiological reports. Degrees in science or public health as well as experience in public health positions are much more relevant to the job to be done as chief. Being a medical doctor would be better if he was treating patients.

The matters being discussed are about public health management, not about the treatment of an specific patient, a degree in public health is much more relevant than a qualification as a medical doctor.
That the issues being dealt with are public health related, that is what the degree is about, it is very clear.
Yes, the degrees are more relevant, if everything else was the same (experience, previous positions, achievements in the related field) then the degrees wold become an advantage because they talk about proper qualifications. In Fauci's case his career is the one that demonstrate his qualification, because he has not been working as a medical doctor treating patients for the last 50 years but as a scientists and a chielf of laboratory.
A reference for this would be necessary, one thing is to say there is no evidence at one point of the efficacy of wearing masks, another very different to advise not to wear them, what is exactly what the WHO director said about them?

Are you sure? People love to make up propaganda about the WHO. It's pretty rare that someone is accurate with their rhetoric. I'm betting you got sucked into some right-wing extremism, especially since you didn't provide a link. What is this opinion based on?
So if the director of the National Institute of Allergy and Infectious Diseases (NIAID) and the Chief Medical Advisor to the President had degrees in science or public health that would be more relevant than the current person who filled those roles, Dr. Fauci, who is a medical doctor?
Then the why was the WHO director advising not to wear masks? Sounds like that advice is something to be reserved for medical doctors to tell their patients; otherwise to whom was Tedros giving such advice? His dogs?
