My guess is, it will instead cost nothing, because Russia will have to pay everything. It only costs 411 bln. in the rare and improbable case that Ukraine will prevail, completely win and regain all lost territory. In the case of a Russian win with full occupation it costs nothing as already said and in the case of a smaller rump state Ukraine it will cost significantly less, because most damages are to be cost covered in the then still occupied areas held by Russia.

Send the bill to Russia. If they don't pay, start seizing everything they have outside of their borders. The money will only be for property damage. Doesn't cover all the civilian deaths Russia has brought upon Ukraine.

Because Russia wouldn't be able to tell the difference between rubble and their own infrastructure. It won't be a rump state, though because Russia failed the 1st time to take any major city and it's not growing stronger.

However, when compared to the death toll of civilians during the war in Iraq, which is orders of magnitude higher, it's clear that Russia is doing a far better job of minimizing civilian casualties.

The Iraq war caused 9 million refugees and the Putin war caused 8 million refugees and that was with his own terrorists at the helm. So no, not orders of magnitude higher.

Dead terrorists are dead terrorists. If it sets back the invasion of the Baltics by even 10 years, it is 10x worth it.
